If a card has been printed in any currently legal set in the format, any printing of that card is legal.
Every year on December 1st, the oldest year's worth of sets in the rotating pool rotates out and enters the Time Capsule pool, as does any associated micro-sets, such as aftermath sets. Sets released into the Standard environment, with the exception of Universes Beyond sets, rotate into the format as they are released.
Cards printed in a set only as part of “Special Guests”, “Bonus Sheets”, or commander specific subsets are not made legal by those inclusions.
